Why the delay on jobless benefits?

This is regarding the article in The Washington Post on Sen. Jack Reed's proposal to reinstate the unemployment of millions who were cut off in December. What I think is amazing is that with a snap of their fingers our government is sending or has sent $1 billion to the Ukraine but can't decide to assist its own people struggling to stay afloat. Why is it taking months to negotiate this?
