Black Cow Kitchen and Bar opening in Mount Prospect

The Mount Prospect Village Board has granted a liquor license to the Black Cow Kitchen and Bar, a steak, chops and seafood restaurant expected to open in early August.

The restaurant space at 912 S. Busse, formerly the home of longtime restaurant Artemis, currently is being renovated. According to village documents, the new restaurant will have an expanded dining room with about 68 tables and a wood-burning oven.

Black Cow owner Jim Panagakis was the original owner of Artemis more than 20 years ago. He pointed to 42 years of experience with liquor management in applying for he license, which was approved Tuesday.

Panagakis owns Dining Out Enterprises, which is composed of Johnny’s Kitchen and Tap in Glenview, Jimmy’s Charhouse in Elgin and Libertyville, La Tasca Tappas Restaurant in Arlington Heights, Andrew’s Open Pit and Spirits in Park Ridge and Maxwell’s Hot Dogs in West Dundee.

Trustee Paul Hoefert said that the village board looks forward to having Panagakis’s new restaurant in Mount Prospect.

Artemis closed on Aug. 1, 2010, after more than 30 years in business, with owner Paul Sakkos blaming rising expenses and a decline in the number of people eating out due to the economy.
