Naperville duplex subdivision moving closer
The process has taken longer than two years and faced opposition from all corners but the luxury Park's Edge duplex subdivision gained momentum Tuesday evening.
Naperville council members agreed 6-3 to annex 3.14 acres located on the north side of Plank Road, between Milton Drive and Spring Hill Circle, abutting Seager Park and rezoned it to allow for construction of five duplex units.
Building permits cannot be issued, however, until a yet to be determined date when the city has completed stormwater improvements in the nearby Spring Hill development.
Opponents have argued that allowing the subdivision to “cram five units in that space would destroy the ambience of the area and distort views from Seager Park by displacing trees.
Proponents, however, said the development would be a draw to empty-nesters and seniors looking for more manageable, maintenance-free homes.
Russ Whitaker, attorney for the developer, EPIUS, Inc. suggested that in exchange for allowing slightly higher density and annexing the plot, the city would receive nearly 400,000 gallons of stormwater relief, improvements to Plank Road and three-quarters of an acre of native plantings and a designated entrance into Seager Park.
Five councilmen and Mayor George Pradel agreed.
“I've walked the property and spent time with several neighbors to the project but tonight, evidence comes down on side of approving it, said Councilwoman Judith Brodhead. “I wish the density were smaller and it doesn't bother me that they are grouped together. I don't think that will ruin Seager Park.
Councilman Grant Wehrli opposed the annexation, saying he was afraid of the ripple effect that could be caused by the council allowing a slight density increase for an infill project. Councilmen Dick Furstenau and Doug Krause also argued the project was wrong for the surrounding area.
“You're trying to change it, Krause said. “It's all wrong. It doesn't fit.
Despite the annexation approval and rezoning the developer must still come back before the council for plat approval before work can begin.
