Concert in the park St. Charles East High School's Wind Ensemble and Jazz Workshop, along with the Elgin Community College Concert Band, are scheduled to perform at 7 p.m. Thursday at the Lincoln Park music pavilion at West Main and North Fourth streets in St. Charles. Johnson was lauded for his "professional acumen and extensive knowledge of executive, administrative and operational facets of modern policing principles." IACP President Patrick J. O'Connor said the award is "not only a testament to (Johnson's) abilities but also a testament to the officials and citizens of your community."
