Santiago, 23, of the 200 block of Locust Street, Elgin, was arrested and charged with obstruction and resisting arrest at 12:20 p.m. Wednesday in the 100 block of South Crystal Street, reports said. Police say the incident originated about 2:45 p.m. at Frank and Miller roads with the passenger trying to talk to the girl while she was riding her bike. The driver followed the girl west on Miller Road to Kings Gate Lane and to Glacier Ridge School. At that point, the passenger threw rocks and other unknown objects at the girl, said Sgt. Mark Mogan. The suspect is described as a Latino man between 30 and 40 years old with a slim build, round face, a receding hairline with a widow's peak and a medium complexion. He was last seen in a white, older model Chevrolet pickup truck, possibly a Silverado, that had tools sticking out of the rear of the cab, a white cap on the bed and rust on the lower part of the passenger side door. Police said the explosion blew apart the portable toilet at the seams and sent its roof some 20 feet down an embankment on the south side of the road. Authorities reviewed surveillance footage from the scene but found no evidence of the bomber.
