Why an impact study on oil berms?

I am very confused as to why does this administration insists doing an impact study on the berms Governor Jindhal has been requesting when every beach, marsh and wetland is being coated and killed by the oil spreading across the Gulf of Mexico.

I mean, really, how much more damage could blocking the oil with a berm do than is currently being done by the oil? Is it because the administration figured that they can somehow use this crisis to force Cap and Trade down our throats?
