IDOT engineer suspended in peeping Tom case

An Illinois Department of Transportation civil engineer will remain on paid leave until charges of disorderly conduct filed against him are resolved in court, officials said.

James A. Stumpner, 48, of the 1500 block of Bridgedale Court, Crystal Lake, was arrested Monday after police said they found him gazing into a woman's apartment. Crystal Lake police had received several complaints about peeping Tom incidents at the Skyridge apartment complex near Ackman and Randall roads and set up a surveillance that resulted in Stumpner's arrest, authorities said.

He was put on suspension Tuesday.

Stumpner is a bureau chief of maintenance for IDOT's District 1, which is based in Schaumburg. His position paid $102,286 in 2009. His duties include overseeing road maintenance involving roadkill, potholes and snow removal.

State officials would not comment on Stumpner's record at the agency.
