On salaries and water commission

I see that the Northern Illinois University police chief has a $199,000-a-year salary. I do not know the size of this police force but I suspect it is much smaller than most of the suburban forces - personnel, area and budget-wise.

Why should a university be paying such a high salary to the leader of what I suspect is a relatively small force that patrols a small area? One final thought: Perhaps DuPage County could consider returning to the DuPage Water Commission the $75 million the county confiscated from the commission so that the county could balance its budget over a five-year period.
