West Chicago invites debate on video gambling

West Chicago leaders are asking residents to speak out on the issue of video gambling.

A public discussion will be held at 6 p.m. Wednesday, Oct. 28, in City Hall, 475 Main Street. This is one hour earlier than previously announced, but officials think the new time will be more convenient for residents.

"I'm doing something that Springfield didn't do - ask the people what they want to do," said West Chicago Mayor Michael Kwasman.

In July, Gov. Pat Quinn approved a $31 billion capital improvement package that allowed video gambling. But towns have the ability to outlaw the machines in their communities.

Kwasman said he is opposed to allowing video gambling in West Chicago for several reasons, including potential enforcement problems. "That's one of my fears; will my police department have to police this?" he said.

"It was rushed through in Springfield, and I see no good to it," he said.

Neighboring Wheaton and Winfield already have prohibited video gambling, and Warrenville's public safety and legislative committee has recommended a ban.

Kwasman said he's talked to some West Chicago residents about video gambling, and has heard "not one positive comment on it."

Up to 15 establishments with a liquor license in West Chicago would be eligible to add video gambling machines. The city would get 5 percent of each machine's profit, but Kwasman said this "minimal" return would not be worth the potential hassles.

After getting citizen input, the city council will take up the issue at its Nov. 2 meeting.

"It's time for West Chicago to stand up and either vote for it or against it," Kwasman said, "and I'm hoping against."
