Limit program to American-made cars

I have been reading about how successful the "Cash for Clunkers" program is. It is generally felt that though it will have minimal impact on economic recovery it has been very effective in promoting new car sales.

From what I have read, the program is open to all auto manufacturers.

My question is, since American dollars are financing the program, why is it not limited to American auto manufacturers? At this moment congress is looking to extend the program, In talking to many of my friends and relatives, they all agree with me.

I am trying to contact our congressmen also, in hopes that we can get this program right.
