Set driver's license fees on car's mileage

One way to discourage individuals from buying/driving big gas guzzlers is to change the yearly driver's license registration fees based upon miles per gallon those vehicles attain. Vehicles with less than 15 mpg - $1,500; vehicles with less than 25 mpg - $500; vehicles with less than 30 mpg - $100; vehicles with greater than 30 mpg - $75. This would reduce gas consumption, make the air cleaner and make the roads safer. Big, heavy fuel-guzzlers make the road dangerous for most people. People may feel safe in these type cars, SUVS, but everybody else is open to greater injury in accidents and have to pay more money for gas because of the demand for gas that guzzlers create.
