Obama rules apply to all lawmakers

Help me out here. When you reported that Rep. Elga Jefferies, a Chicago Democrat, voted "present" on the Blagojevich impeachment, you said voting "present" was a cop out. Yet when The New York Times and Associated Press reported that Illinois Sen. Obama voted "present," I didn't hear anything about cop out. So exactly how many times does one have to vote "present" to get out from under the cop out stigma?
