Tax increase a matter of how much

Re: New governor, new tax hike? Given that Illinois has $2 billion in unpaid bills, even if Blagojevich stayed, could he possibly not raise taxes? Who is at the helm may be irrelevant to if, but only to how much state taxes increase.
