Right policy is to tranquilize animals

Regarding the recent shooting of the cougar in my old neighborhood of Roscoe Village, there may be the possibility that tranquilizing of animals by law enforcement may have to be instituted as wildlife leave their normal habitat and even cross state lines. Such was the case of black panthers and cougars leaving Kentucky and entering Tennessee. And what's to keep bears from leaving Wisconsin and entering Illinois? We can't keep shooting these animals who are supposed to be protected.
