Is Electoral College good or bad thing?

Bill Clinton never won a majority of the popular vote in a presidential election, yet he was elected president because he won the majority of the Electoral College votes in two elections.

Understandably, from the Democratic Party perspective, this was perfectly agreeable. In the 2000 election, Al Gore won a plurality of the popular vote but lost the Electoral College vote.

Suddenly, the system was unacceptable. Gore made speeches beginning with: I used to be president of the United States.

So my question to anyone who cares to respond: Is the Electoral College system good or bad? Or does it depend on who wins?
