Cook library video policy is in force, but no one using it

Despite some heated public debates, Cook Memorial Public Library District officials say no parents have taken advantage of a new policy allowing them to restrict what videos or DVDs their kids can check out.

The plan went into effect Feb. 19 after it was approved by the library board. The board's 5-1 vote followed months of discussions prompted by complaints from a few parents.

When asked Friday, board President Aaron Lawlor didn't sound surprised there hasn't been a rush of parents signing up for the restrictions.

"There wasn't a large volume of parents with young children who were asking for this," Lawlor said. "But we are accommodating the demand that was there."

Until the policy was enacted, children faced no limitations regarding what videos or DVDs they could check out. They still don't -- unless their parents request such restrictions.

Under the guidelines, parents or guardians of children under 18 years old can limit their kids' video-checkout abilities to the children's collection or family film collection. The request must be made in writing.

The only board member to oppose the policy, Ann Oakley, wanted a stricter rule that would limit all children's borrowing abilities until parents requested exemptions.

She said children shouldn't be allowed to check out some DVDs, just as they're not allowed to drive without a license or buy liquor until they reach the legal age.

Oakley expects some concerned parents will sign up for the restrictions as word of the policy spreads.

Suburban libraries' video checkout policies vary. Some don't let anyone under 17 or 18 borrow movies. Others limit kids under a certain age to materials in the children's department -- but only at the parents' request.

Many don't limit access to videos at all.
