Make an exchange, in name of justice

Seeing as the French are reluctant to extradite alleged murderer Hans Peterson, and probably the U.S. would look askance at sending in Dog the Bounty Hunter, there is another solution, diplomatic this time. The French would like to lay their hands on Manuel Noriega and try him for money laundering. Work out a trade; Noriega for Peterson. The French come out the best. They get a class-one criminal, we get a psycho punk, but justice would be served in the long run.
