Putin's Shutdown of Our Government?

More and more evidence indicates that our President has some kind of carefully-guarded, secret relationship with Vladimir Putin of Russia because he owes Putin something. In fact, nothing substantive has been offered to prove that is NOT the case. Therefore, why is it not plausible that Putin has forced Trump into shutting down our government in order to cause maximum chaos to the U.S.? Which makes "the brilliant political tactician Mitch McConnell an unwitting accessory to this plot, because he is afraid of our President, who in turn is afraid of Putin. All of which means that Russia is finally winning the Cold War, without a shot ever having been fired. Make America Great Again is starting to look like a devious plan to do exactly the opposite.
