Carpentersville trustees approve zoning category for Randall Road corridor

Carpentersville trustees Tuesday approved a new zoning category to allow a limited number of light industrial uses along the Randall Road corridor.

The new zoning classification, a subcategory of existing light industrial zoning, would allow only three types of uses, including distribution centers, professional offices and merchandising and storage warehousing.

Unlike existing light industrial zoning, the M1A zoning classification would not allow for motor freight terminals, above-ground storage tanks or various types of manufacturing.

City council members voted 5-1 to approve the new category, which could be applied only to the Randall Road corridor. Village officials said the new category comes as a result of recommendations from the village's comprehensive plan.

The new zoning does not currently apply to any land on Randall Road. A developer would have to seek approval from the village board to have the zoning category applied to a property.

"This does not change the current zoning on any property within the village," said Ben Mason, assistant village manager and community development director.

Several residents attended Tuesday's meeting to voice objections to the potential development of roughly 90 acres just outside village limits at Randall and Binnie roads. Missouri-based U.S. Capital Development presented a concept plan to village officials that proposed three warehouse buildings totaling 1 million square feet on the property.

The developer has not submitted formalized plans or requested to have the land annexed into the village.

Neighboring residents have voiced concerns that a warehouse development would increase traffic, pollution and noise in the area. They also have argued that the property, which is surrounded by retail, residential and recreational uses, is not suited for warehouse development.

Attempts to reach U.S. Capital Development for comment have been unsuccessful.
