Beach Park man held in fatal shooting

A 42-year-old Beach Park man is accused of shooting two men, killing one and seriously injuring the other, outside a Waukegan home.

Juan Carlos Garibay is scheduled to appear in bond court Saturday. He is charged with murder and attempted murder.

Garibay is listed as "paroled" by the Illinois Department of Corrections.

The shooting occurred about 6:15 p.m. Thursday on 1400 block of Lorraine Place.

Police said Garibay was identified by witnesses as the masked gunman who opened fire on the two victims before fleeing.

Garibay surrendered at the Waukegan police station at 10 p.m., authorities.

The victim who died, a man in his 30s whose name was not released, was shot in the back.

A Waukegan man in his 40s was shot in the head. He is in serious condition following surgery, police said.

Police believe the shooting stemmed a dispute earlier in the week, with the seriously wounded man the actual target.

Officers located multiple 9 mm casings at the scene; however, no gun has been recovered.
