$2 million bail for suspect in Elgin shooting that wounded three

An Elgin man charged with shooting and wounding three men early Sunday is held on $2 million bail, and police are still searching for another suspect.

Luis K. Mora-Otero, 22, of the 300 block of South Weston Avenue, faces four counts of aggravated battery/discharge of a firearm, two counts of felony resisting arrest and two counts of aggravated fleeing and eluding.

Elgin police said they arrested Mora-Otero shortly after the shooting, reported at 4:06 a.m. Sunday on the 100 block of Cherry Street on the city's near east side.

Police said three men, ages 35, 50 and 56, were injured in the shooting. Kane County court records indicate one man was hit in the right calf, another was hit in the right hand, and a third was hit in his left and right feet.

Shortly after the shooting, police located and pursued a suspect vehicle driven by Mora-Otero, police Cmdr. Colin Fleury said.

When the vehicle chase ended, Mora-Otero led officers on a short foot chase during which two officers suffered hand lacerations while jumping over a fence, Fleury said. Another man, a passenger, ran away and remains on the run, he said.

Mora-Otero also was cited for disobeying stop signs and traffic lights, and traveling 79 mph in a 30 mph zone, according to court records.

Mora-Otero's bail was set Tuesday at $2 million, meaning he must post $200,000 to be released from the Kane County jail while the case is pending. He faces up to 30 years in prison if convicted of the most severe charge and is next due in court Nov. 7.

"We thank the witnesses for providing information that helped us quickly identify the offending vehicle, which led to the arrest of Mr. Mora-Otero," Deputy Chief Al Young said in a Facebook post. "Our detectives continue to actively investigate all aspects of this case."
