When does life begin?

Some senators/politicians inform us that life begins at conception, i.e. when the male semen is introduced (height of conceit.?). Does that mean that men can happily ever after have sex with a woman, married or not, whenever they feel like it and they won't be punished and a possible result may not be aborted? But the receiver of the semen might wind up in prison?
