Letter: A no-guns proposal
Here is my suggestion to reduce violence in Illinois. Laws should be made to eliminate hand guns as follows:
1. No manufacture
2. No distibrution
3. Establish a removal period to hand in guns to police for a fee set by the state.
4. After that period (maybe one month), all guns can be taken with no fee.
5. Only law enforcement people can carry guns with tight rules as to their use.
