Decision on retaining wall is out of bounds
Dear Aldermen, City of Geneva: Due to the lack of competent leadership and bad legal advice, your actions have become untethered from the basis of your corporate authority.

A retaining wall is a structure because it is considered to be and is defined as a building for purposes of zoning decisions. You have unlawfully approved the construction of a retaining wall within the 8-foot setback at 314 East State for the convenience of the Malone Funeral Home.
You do not possess the authority to flout your municipal code.
"Manifest intent" is what leads to jury nullification, which leads to vigilantes such as yourselves. In the words of the immortal John McEnroe: "You can't be serious!"
In this case, you are flagrantly out of bounds.
