On prejudgment fees

Regarding the Illinois Trial Lawyers and House Bill 3360:

In a recent letter to your editors, the president of the Illinois Trial Lawyers Association strongly supported the awarding of pretrial interest as a matter of fairness because, according to him, businesses and insurers often employ "immoral delay tactics," to the detriment of a suffering party.

I think that the trial lawyers would be more convincing if they also said that they would exclude prejudgment interest from calculation of their fees to benefit their clients. Do you suppose for a split second that ITLA would support a law that requires a losing party to pay the winner's attorney fees?
