Federal rules needed for managing elections

We hope everyone, regardless of party affiliation, agrees by now that we need federal detailed rules for election and voting procedures for president and vice president.

Maybe for U.S. senator and representative also. This may require amending the Constitution supplemented by federal laws, but so what?
