Pamphlet misleading

I recently received the blue booklet mailed by the Secretary of State explaining the proposed amendment. I am quite perturbed as I view the pamphlet as misleading or biased. The referendum states that you are asked to decide whether the proposed amendment should become part of the Illinois Constitution. You are to select Yes or No on the ballot. In the arguments in favor of the proposed amendment, there is this (mis)information: "Voting 'yes' on the amendment means that the state will enact a new tax structure where only those making above $250,000 a year will see their taxes go up." It annoys me that this is included in the pamphlet as if it is a matter of fact when it is not.

Note that the language in the amendment does not specify any such limitation. While the current vision, for now, may be to only increase taxes on those making above $250,000, there is no such guarantee that the General Assembly will actually be and remain so constrained.
