So-called disincentive

I keep hearing that the $600 per week unemployment added stipend is an incentive to not return to work. Maybe the people who believe that have never owned or managed a business. If you are furloughed and are receiving unemployment benefits but then your job becomes available again and is offered to you, yes, you can refuse to return to work because you are making more on unemployment than your job pays. That's called resigning your position and at that point. you are no longer eligible to receive any unemployment benefits. No $600, no nothing. So, what's the disincentive to having enough money to live on while your job is unavailable? Sorry, I don't get it.
