Vote-by-mail answer
A friend in Naperville's Historic District pondered a possible problem with voting by mail in Illinois. If she receives a ballot by mail, can she then change her mind, not use it, and instead vote in-person on Election Day? Researching this I learned it's no problem. Just bring the unused ballot to the polling place and show it to the election judge. Then vote as usual.
