Every election in my life has required some type of follow-up. One example would be the 2000 election and its "hanging chads" resulting in changes to punch card ballots. The most controversial part of the last few elections has been mail-in votes.

I have a relatively simple solution. The last day to mail a ballot is the Monday a week before the election. If a voter misses that date, they can return their unused ballot to an election judge and vote in person. All ballots will be processed as soon as possible. This should result in a minimum number of ballots to process on election day. The last delivery of mail-in ballots would be the day before the election. Any ballots still in transit will not be processed. Each voter has the responsibility to return their ballot on time. The total of all processed ballots, mail-in and early voting, will be released at 6:00 am on election day. Any additional mail-in ballots processed will be added during the day

Now for the one exception, provisional voting: During the process to register a voter, some information might conflict. The voter can still vote, but their ballot will not be processed until that conflict is resolved. An example would be the voter shows already voted early. The voter will vote and place their ballot in a sealed envelope which they return to the election judges. Those ballots will be submitted with the rest of the ballots after the polling place is closed.
