A fairness puzzle

During my 36 years in business as a tax professional, there has been a constant cry for a flat income tax at the federal level. Proponents of the flat tax have stated that it is fairer than the current graduated income tax. Most economists like flat tax rates because they are more efficient.

Consequently, it puzzles me that the elected officials in Illinois want to change from what most perceive as the fairer, more efficient flat tax and move to a less fair graduated income tax.
