Trump's new ideas for imigration

After seeing Mr. Trump's bold new ideas for legal immigration to the U.S., including having these individuals be concentrated on highly skilled workers, along with having a good knowledge of the English language, and being able to pass a civics test, one point seems to jump out at me.

Had such requirements been in effect for anyone running for national office, especially the office of president, in 2016, maybe this country would not be in quite the distressed shape we find ourselves in currently. Just a thought, but based on the performance of the president thus far, might they not have been good requirements?
