Sports gambling in Illinois. Any ethics?

I just watched a news story on WGN about Illinois looking to legalize sports gambling. I keep wondering when the state of Illinois is going to ethically bottom out. Apparently, not yet. Gambling Researcher, Professor John Kindt was quoted as saying, "The number of problem and pathological gamblers are providing 2/3 of the money that is going into this type of gambling."

I don't care if you do it "the right way and transparently", it's unethical to take advantage of that situation for the benefit of State coffers. As a liberal Democrat, I have a problem with it. And I also don't know why Republicans aren't screaming. It is so far past time for Republicans and Democrats to come together in the state of Illinois. This should be a no brainer. If you are going to legalize sports gambling, then why not prostitution, and while you're at it just make Chicago, New Amsterdam. But remember, it's all for the good of our budget. Because Illinois doesn't talk together like grown-ups about the budget. We just find the money from wherever we can get it. Ethics to the wind.
