Where is their fiscal responsibility?

Recently there have been numerous notices in the newspaper about property tax increases from various taxing bodies (i.e. school districts, villages, townships, etc.) and I am concerned about how taxes keep going up.

It seems very easy for village government, schools, towns, etc., to spend other people's money. They always seem to say, "Spend it this year; otherwise we'll lose it and won't be able to increase costs next year." Where is the fiscal responsibility of these organizations to tighten their belt and lower taxes?

The only article I read recently had to do with McHenry County lowering property taxes. Just can't keep taxing people out of their homes.
