Letter: The 20% solution

The Pareto Principle says that you can get 80% payback by solving 20% of the problem (loosely). It appears to me that almost all of the carjacking is "organized." It appears to me that almost all of the smash-and-grab crimes are "organized." It appears to me that almost all of the shootings and killings are between organized groups. Now substitute "gangs" for organized. That would seem to be probable cause to roust the gangs, confiscate all of the illegal weapons, autos, etc., and arrest those in violation of our laws. The police know who and where the gangs are. What are we waiting for, Lori and Kim?
