Joliet man accused of recording under women's skirts at South Elgin fest

A Joliet man is accused of using a video device to record under women's skirts Sunday at the Riverfest Express festival in South Elgin, police said.

Charles R. Galitz, 59, of the 1300 block of Texas Avenue, is charged with three counts of unauthorized video recording and live video transmission, according to a news release from South Elgin police.

During the festival, police approached Galitz, who they said was acting suspiciously in the carnival area, and found him with a concealed audio and video recording device. Police say they believe Galitz was using the device to acquire images of adult women's undergarments under their skirts without their knowledge.

An investigation is ongoing, police said. Galitz's next court date is Sept. 12.
