Let state deal with right of way

I'd like to ask the Lake County Board what gives them the right to dictate what should happen with the undeveloped Route 53 right-of-way? Tax dollars collected from the residents of the entire state of Illinois purchased that property over a half-century ago for an intended purpose. If it isn't to be used for that purpose, the land should be sold and the money returned to the tax payers. If Lake County wants to have sole discretion in what happens to the property, then Lake County should pony up the money and buy the land. Otherwise, let the state build the road!
