Elgin woman charged with sexually abusing teenage boy

An Elgin woman on probation for providing marijuana to a minor was ordered held on $200,000 bail Monday on charges she sexually abused a teenager.

Randal Perlman, 52, has been charged with aggravated criminal sexual abuse, a class two felony punishable by up to seven years in prison. Probation is also an option.

Prosecutors say Perlman contacted the then 15-year-old boy last August via Instagram and sent him photographs of her in "various states of undress."

On multiple occasions between August and April 11, Perlman picked the teen up near his house and drove to various Elgin locations - including cemeteries, a public park and an abandoned school - where they engaged in sexual activity, said Cook County Assistant State's Attorney Maureen McGee.

McGee said police recovered images of Perlman from the teen's cellphone.

At the time of her arrest in this case, Perlman was on probation after pleading guilty in 2015 to providing a different minor wisth marijuana, McGee said. Kane County prosecutors filed a violation of probation charging Perlman with contacting a minor to purchase marijuana, contacting the teen in the original case, testing positive for marijuana, changing her social media passwords against the conditions of her probation and committing a new offense, McGee said.

Cook County Judge Joseph Cataldo ordered Perlman have no contact with the teen in the Elgin case, nor with anyone under age 18. Cataldo also ordered Perlman to have no internet access. She next appears in court in June 17.
