Senior housing proposed for former Menards in Hanover Park

Hanover Park lacks housing options for its senior residents, the Chicago Metropolitan Agency for Planning reported in September, but a new proposal could bring more than 200 units for seniors to the former Menards site in the village.

Developer Aman Living wants to build 47 ranch homes and a five-story building that would include 75 condominium units and 85 assisted-living units. Of the assisted-living units, 26 would focus on memory care.

Village staff members noted the development would provide Hanover Park and area residents with a "continuum of care."

The Menard's on the 11.5-acre site at 900 Irving Park Road was shuttered in 2008 and has sat vacant since. Hanover Park has been looking into bringing senior housing to the land for several years.

Aman Living's original plans didn't include memory care or assisted-living units, but Anuja Gupta, a general partner with the developer, said they added the options at the request of Hanover Park. The developer's original proposal included 47 ranch townhouses, 102 condominium units, a clubhouse with meal plans and 9,000 square feet of retail space.

The five-story condominium building also will house a doctor's office, physical therapy office, lounge, community room, dining room and a fitness center.

All of the development's ranch homes and condo units will be for sale, rather than for rental.

The proposal also includes a 7,000-square-foot commercial retail building. Gupta said the space will likely be filled with restaurants.

Aman will seek tax increment financing dollars - where property taxes going to local governments are frozen at a certain level for 23 years while any taxes generated above that level are fed into redevelopment - but has not yet released a cost estimate for the project. The proposed site is in Hanover Park TIF District No. 5.

The land where Aman Living wants to build the development is zoned for business and would need to be rezoned to a multifamily planned unit development.

Aman Living's formal proposal has yet to go before the village board but was presented to the village development committee Thursday.
