It's Hastert who owes the public

Why should Dennis Hastert receive sentencing consideration for his public service? He went into politics as a schoolteacher and came out as a career lobbyist, exploiting his congressional contacts and having a net worth of multimillions of dollars. Seems to me he still owes the public something rather than the other way around.
