Endorsement: Armstrong for Democrats in Kane County Board Dist. 20

With Christina Castro leaving Kane County Board District 20 to run for state senate, two people are vying in the Democratic primary to get the nod to run in November to replace her. They are Penny Wegman, 39, of Elgin, a student loan coordinator, and Tom Armstrong, 60, of Elgin, a retired municipal planner with the city of Elgin.

Our choice is Armstrong, who has the stronger resume for the job.

Armstrong is familiar with county government from his 26 years working for the city before retiring in 2009.

He's active with Elgin volunteer committees on parks, bicycles and pedestrians, the comprehensive plan and Route 20.

He's on the Kane County Community Development Commission and served as co-chair of the Mobility Task Force for the Kane County Fit for Kids Plan.

Wegman, the daughter of Kane County Recorder Sandy Wegman, also is active, but didn't demonstrate as deep a knowledge of county issues.
