Referendum process needed in Illinois

The inaction in both our federal and state legislative bodies is disgusting. A major change in our governing framework needs to be made ASAP.

I am proposing that somehow we seek as voting citizens to implement a referendum process in which the voter is asked to provide the legal direction as to such items as now paralyzing our federal government and state(s). The end result is to provide the legislators the voters’ guidance for the legislative process to administer, e.g. pension system, balanced budget, etc.

The real crux, however, is how do we get the legislators to adopt this process, as it most certainly challenges their individual longevity to maintain their elected status?
