Ÿ Oscar A. Ugalde, 28, of the 300 block of South Liberty Street, Elgin, was charged Monday with theft, according to court documents. Ugalde is accused of taking six steel beams worth about $1,200 from a business on the 300 block of Hammond Avenue and selling them to a recycling facility on the 300 block of Bluff City Boulevard, according to a police report. His bail was set at $35,000 in Kane County bond court. His next court date is Nov. 6.
