Lombard adopts amended code regulations on taxicab options

Recognizing emerging trends in the taxicab industry, the Lombard Village Board approved amendments to the Village Taxicab Regulations at the end of last year, which are now being utilized by new transportation companies in the Village.

These amendments address concerns of livery operators who seek to operate their vehicles similar to traditional taxicabs, along with removing unnecessary regulation on taxicabs. The new regulations provide the opportunity for liveries to participate in Lombard's senior coupon program and to pick up customers at Lombard hotels, the Lombard train station, and other locations in the Village.

“We are always looking to help our business community by rolling back outdated and overly burdensome regulations,” said Acting Village President Peter Breen. “These changes have added transportation options for Lombard residents, and the increased competition should result in lower transit prices overall.”

Breen, who also serves as the Chairperson of the Village's Economic and Community Development Committee (ECDC), sought consideration of code changes after learning of the limitations in the existing taxicab program regulations. The previous code distinguished between taxicabs and liveries based on whether or not the vehicle is equipped with a meter, as taxicabs are traditionally metered and liveries are not. Vehicles without a taximeter could not operate as a taxicab in the Village. The code change now provides an opportunity for livery operators to voluntarily opt into the Village taxicab program and operate similarly to other taxicabs. The code change also establishes provisions on how non-metered vehicles would be administered and operated in the program.

While the amendments do not affect the previously established maximum rates for operators, it does establish a similar rate structure for vehicles without a taximeter. It is hoped that by providing additional opportunities for operators to participate in the program, it could result in lower overall costs for patrons.

The new regulations were the result of an ongoing review by the ECDC, with the assistance of the Lombard Community Development Department staff, throughout 2012. The ECDC considered direct input from local taxi and livery businesses and crafted amendments to address their concerns.
