No telling if Lombard voters will back pool
Residents left an informational forum Tuesday with mixed reactions about the Lombard Park District's ballot request to raise taxes temporarily for a new pool.
About 50 people attended the first of three sessions to learn why and how the district aims to spend the $5.9 million it seeks to borrow.
"It's a big investment for a three-month period," resident Denny Pulchinski said, referring to the swim season. "I would give three times the amount they're asking for them to build a community center."
Resident Robert Biddle said he was nearly convinced but needs more information.
"The park board needs to tell me how the neighboring communities' tax rates compare to Lombard's," he said. "If Lombard's is lower, it proves they are fiscally responsible and this plan works."
The estimated cost to replace Moran Water Park $9 is million, but the district is only asking voters Feb. 5 for $5.9 million because it already has $3.5 million set aside. The board borrowed money a few years ago with plans to replace the pool, but bids came in much higher than expected.
It seeks to replace the 50-year-old main pool, bathhouse and dive well, as well as the 20-year-old wading pool, water slides and concession stands. Four plans are posted on the district's Web site, www.lombardparks.com.
Of the $3.5 million requested, roughly $500,000 would be earmarked for improvements to athletic fields, paths, parking lots and fitness equipment.
The measure would add roughly $35 in taxes on a $300,000 home, Executive Director Paul Friedrichs said. That amount would remain the same even if the property's value increases over the years, he said. Once the debt is repaid over the next 20 years, the tax rate would drop.
The need for a new pool was heightened in July after the liner of the lap pool separated from the concrete. Consultants determined needed repairs to the facility would cost $7 million just to bring it up to code.
If voters say yes, a new pool facility could open in time for the 2009 swim season.
"It's terrific. It's going to be well planned," resident Ed DeGrenier said. "We know how much the heart of Lombard is in that pool. It's been great for us."
