Treasure secretary plays by own rules?

So ... are we sending the fox to the chicken house with the nominated treasury secretary? No other taxpayer would get such forgiveness on a Turbo Tax form, considering this is over a 4-year filing. It is not what you know but who you know all over again and again. So, where's the "beef" (change)?
