Judge orders further evaluation for suspected child abductor

Bail was set at $800,000 and further psychiatric evaluation was ordered Monday for the teen accused of attempting to kidnap a 4-year-old Elgin boy at Spring Hill Mall on Thursday.

Arthur C. Robinzine, 19, of 1432 N. Luna Ave., Chicago, was charged at Elgin branch court Monday with unlawful restraint, two counts of aggravated battery, attempted kidnapping, attempted aggravated kidnapping and resisting a police officer.

According to police, a group of 11 preschool children was taking a tour of Spring Hill Mall in West Dundee at 9:17 a.m. Thursday.

Robinzine, a sophomore at the University of Illinois-Chicago campus, is accused of grabbing the boy by his arm, wrapping his arms around the boy's midsection and trying to run away with the child in his arms, police said.

Adults in the group were able to restrain Robinzine and freed the boy in the process, police said.

While being escorted from the mall, Robinzine kicked a West Dundee detective in the knee, police said.

Carpentersville police said a man fitting Robinzine's description invaded a home at 7:48 a.m. that morning on the 200 block of Riversview Drive, but was scared off by the homeowner.

Cook County sheriff's police arrested him the day before, charging him with theft and criminal trespass to land, West Dundee police said.

After his arrest, Robinzine spent a day at Sherman Hospital in Elgin and since Friday he has been housed at the Elgin Mental Health Center.

In setting the bail, Kane County Judge Allen Cargerman reflected both the possibility that he could be a flight risk and his need for more psychiatric testing.

Robinzine was taken to the Kane County jail. His next court date will be Dec. 26 at the Kane County Judicial Center.
