Why expect the little guy to do hiring?
I find it strange that when things get tough the big three: big business, big government and big labor; oh and the “fourth estate” big media, all look to small businesses as the key to job growth.
The small business represents competition to big business, which “big” doesn't want. So big business spends big money to big government and media to demonize and vilify this threat from small business. Small business does not have the cash to fight this “influence purchase.”
So after years of enduring the onslaught of this lopsided battle, suddenly it's the small guy who is expected to step up and do the hiring. It's like asking a skeleton to put skin in the game.
