Rolling Meadows assistant city manager fills in
Barry Krumstock, Rolling Meadows assistant city manager, will temporarily take the role vacated by City Manager Sarah Phillips, Mayor Ken Nelson said Wednesday.
Nelson refused to discuss what is behind Phillips' resignation, which the city council accepted Tuesday night after a closed meeting. It was the second council meeting in a row that Phillips had not attended.
Phillips, who held the job two years, could not be reached Wednesday.
On Tuesday, the city council approved a “separation and release agreement” between the manager and the city, he said.
The actual separation agreement is being drawn up by attorneys to be signed by Phillips and presumably approved by the council at its Dec. 14 meeting, Nelson said.
Details of the agreement will be released after final approvals, said the mayor.
It will be at least January before the council decides what its next step will be as far as replacing Phillips is concerned.
“I'm very comfortable that Barry can do the job,” said Nelson. Krumstock has been employed by the city for many years, he said, including in the finance department and with human resources. He was promoted to assistnat city manager in 2006.
Nelson said Phillips was Rolling Meadows' third city manager since about 1996, which mirrors his own service on the city council and as mayor.
Phillips previously was city manager in Johnstown, Ohio, and was an assistant public works director in Kentucky.
The city's website states that Phillips has extensive knowledge in economic development, downtown redevelopment and revitalization projects, planning and zoning, budgeting, public works and community relations.
