Open mosque site to all religions
How about this for a solution to the rights vs. sensitivity in building a mosque near the 9/11 site? The Muslims would donate the site at its current location and it would be constructed as a devotional center. Participating religions would pay for and maintain their own prayer centers — chapels, temples, mosques, synagogues, etc. — within the building. Within this devotional center there would be a communal prayer room where a service praising and thanking God would be conducted and all those who felt comfortable with praying together would assume their particular posture and honor the God they believe in.
